The actor and politician began by recalling how he proposed to her during the eve of her birthday back in 1997 in her parents' home in Ormoc.
"You were that beautiful young lady with a very infectious laugh, a face with eyes I can stare at the whole day, those delicate hands I love to touch and hold and lips I can kiss forever," he wrote.
Richard added that looking back at the precious moment, he realized how time flies so fast, saying they are now celebrating her birthday with their small family consisting of them and daughter Juliana.
"You are God's gift to us," he told Lucy. "I must have done something really good in my past life to have you in my life right now."
In their 22 years of marriage, Richard said he has learned so much from the actress and congresswoman.
"You've taught me how to choose my battles, how to approach situations and how to appreciate the small things around us," he said. "I will never grow tired of saying how much I love you and how much I want ro grow old with you."
Richard vowed that, after the COVID-19 pandemic, they would travel to far-away places.
"Walk to distant places without knowing where to go and just get lost in some town somewhere, sit in a cafe and just keep on dreaming, laugh, stare at each other and make plans on what bigger things we can do together," he listed down.
"You have done so well in life. You have helped so many people in your genuine countless ways and changed them for the better," he added.
Richard called Lucy his "Superwoman" and expressed how glad he is of her achievements while saying she is bound for "bigger and greater" things in life.
"Keep on doing what you do best---making people happy," he began to conclude. "I love you so much, honey. Happy birthday, my love!"
Richard and Lucy tied the knot back in April 1998 in the St. Peter and Paul Parish Church in Ormoc City, Leyte where they are both serving as political leaders.
Lucy is the 4th District Representative of Leyte while Richard has the role of Mayor of Ormoc.
